Ken Kowalski, IPMA-CP in Winnipeg Manitoba presented to MPLAN (Manitoba Prior Learning Assessment Network) in September of 2006. He shared his insight on the relationship between PLAR and HR Management, and how PLAR needs to become an essential component of the HR practice tool box.
